The Social Protection Platform Uganda (SPPU) has applauded the Government of Uganda for ratifying the African Union Protocol on Social Protection and Social Security describing it as a bold step toward inclusive growth and social justice. SPPU serves as the national platform of the Africa Platform for Social Protection (APSP) in Uganda and with APSP’s technical guidance, has actively promoted the ratification of the African Union Protocol on Social Protection and Social Security in the country.
Speaking at a press briefing in Kampala, SPPU leaders said the AU Protocol strengthens Uganda’s legal and policy framework for Social Protection, particularly for vulnerable groups such as women, informal sector workers, older persons and young people. They noted that the move reinforces government efforts to build resilient communities through expanded access to social protection and social security systems.
While commending ongoing reforms, SPPU actors pointed out persistent gaps, especially in coverage for informal workers who remain largely excluded from contributory schemes. With more than 75% of Uganda’s population below the age of 30, they urged stronger investment and implementation to ensure social protection reaches those most in need.
SPPU concluded that full implementation of the AU Protocol on Social Protection and Social Security could significantly reduce inequality and poverty, positioning Social Protection as a key driver of sustainable development in Uganda.
The AU Protocol to the African Charter on Human and People’s Rights on the Rights of Citizens to Social Protection and Social Protection is a comprehensive document aimed at improving social welfare and economic stability across Africa. It was adopted by the African Union 55 Heads of State and Government in February 2022; however, as of 2025, only two countries, Zimbabwe and Uganda have ratified the Protocol. Notably, just 15 signatures from African Heads of State are required for the Protocol to enter into force.
